Panasonic introduces new Toughbook C2 convertible tablet with Windows 8 Pro for $2,949

The Wire's Lester Freamon was never too far away from his Panasonic Toughbook, and we'd bet he'd be able to handle plenty more wiretaps with one of these. This is the Toughbook C2, the company's latest 12.5-inch convertible notebook for Windows 8 Pro that's designed for healthcare professionals and daring explorer types. On the hardware side, there's an Intel Core i5-3427U vPro CPU, 11 hours of battery life and a pair of USB 3.0 ports. You'll be staring into a 500 nit, LCD IPS display (and a 720p webcam) that offers five-point multitouch and a digitizer so you can scrawl down your notes with a stylus. Connectivity options include 802.11 a/b/g/n WiFi, Bluetooth and a choice of either LTE or Gobi global 3G. As you might have guessed from the name, it'll withstand a 30-inch drop and can take up to six ounces of freshly-brewed coffee being spilled over its magnesium alloy body. The Toughbook C2 starts shipping from December, with the base model setting you, and the Baltimore PD, back $2,949 with a three-year warranty.

Meet the rookies in the Robot Hall of Fame

From 2008: "WALL-E" trailer features the stars from "Toy Story."

The results are in, and the latest laureates in the Robot Hall of Fame range from the absolutely lovable WALL-E cartoon character to the positively scary BigDog robo-runner. This year's class, announced during a Tuesday night ceremony at the Carnegie Science Center in Pittsburgh, also includes the pint-sized, soccer-playing NAO humanoid robot and the PackBot bomb-disposal robot.

The Robot Hall of Fame was created in 2003 by Carnegie Mellon University to recognize excellence in robotics technology. More than two dozen machines, real and fictional, have been inducted over the past nine years, but the Class of 2012 is the first to be selected by popular vote instead of a panel of judges.


"More than?any previous class of inductees, this group of robots selected by popular vote represents contemporary robotics ? robots at the cutting edge of technology ? rather than older robots of strictly historical importance," Shirley Saldamarco, the Robot Hall of Fame's director and a faculty member at Carnegie Mellon's Entertainment Technology Center, said in a?news release. "Two of our inductees, NAO and Packbot, are commercially available, and BigDog is still the focus of active research. Even our fictional honoree, WALL-E, is from a movie that's just four years old."

More than 17,000 people from around the world participated in the online vote during August and September, the Hall of fame said. The four laureates were chosen from 12 nominees in the categories of education/consumer, entertainment, industrial/service and research.

Unfortunately, for every winner there are two robots that would probably be saying "it's an honor merely to be nominated." If they could talk, that is. The also-rans include the fictional Johnny 5 from the movie "Short Circuit"; NASA's Robonaut 2 android, which is currently being tested on the International Space Station; and the deep-sea-diving Jason remotely operated vehicle.

Johnny 5, at least, can take solace in the fact that he was the runner-up robot in our People's Choice poll, which brought in more than 3,300 votes. Write-in votes were cast for other fictional fan favorites, such as B9 from "Lost in Space" (DANGER, WILL ROBINSON!); Bender, the alcohol-swigging, politically incorrect robot from the "Futurama" TV series; and the robo-crew from "Mystery Science Theater 3000."

"WALL-E" was the lovable star of the 2008 Disney/Pixar animated movie of the same name. The robot inadvertently embarks on a space journey that ends up deciding the fate of humanity. Other Robot Hall of Fame nominees in the entertainment category included Rosie from "The Jetsons" and Johnny 5 from "Short Circuit."

Created by iRobot, PackBot performs bomb disposal and other dangerous missions for troops and first responders. More than 4,500 units are currently on station in Iraq and Afghanistan. PackBot also saw service in Japan in the aftermath of last year's Fukushima nuclear disaster. Other nominees in the industrial/service category include Kiva Systems' warehouse robots and the Jason submersible from Woods Hole Oceanographic Institution.

Aldebaran Robotics' NAO robot is used as an education platform and in the RoboCup robot soccer Standard Platform League. Other nominees in the education/consumer category included iRobot's CREATE and the VEX Robotics Design System.

Boston Dynamics' BigDog is a dynamically stable quadruped robot that can traveres difficult terrain and run at 4 mph while carrying 340 pounds and climbing a 35-degree incline. The Pentagon is supporting its development as a robotic pack mule for soldiers in terrain that is too rough for conventional vehicles. Other nominees in the research category were Willow Garage's two-armed PR2 mobile robot and NASA's Robonaut.

2010 honor roll: NASA's Spirit and Opportunity rovers; Roomba floor-cleaning machine; da Vinci Surgical System; Huey, Dewey and Louie from "Silent Running"; T-800 Terminator from the "Terminator" film series.

2008 honor roll: Lt. Commander Data from "Star Trek: The Next Generation"; the Raibert Hopper, a pioneer in robotic locomotion; NavLab 5, an autonomous minivan; Lego Mindstorms educational robotics kits.

2006 honor roll: Aibo robotic dog; SCARA robotic arm; Gort from "The Day the Earth Stood Still"; David from the movie "A.I."; Maria from the movie "Metropolis."

2004 honor roll: Honda's ASIMO android; the animated Japanese "Astroboy" character; C3PO from the "Star Wars" saga; Robby the Robot from "Forbidden Planet"; and Shakey the Robot, a mobile robot that could figure out how to get around a room.

2003 honor roll: Mars Pathfinder's Sojourner rover; GM's Unimate assembly-line robotic arm; R2-D2 from "Star Wars"; HAL 9000 from "2001: A Space Odyssey."

Dear Captain Awkward,

So, this friend is someone I?ve known for nearly a decade. We went to college together, we were roommates during and after college together, we?ve collaborated on work together, we hang out weekly, we have certain holidays we spend with each other . . . that sort of thing. We?ve had our ups and downs, but arguably our relationship with each other is the best it?s ever been.

Problem is this: friend is very unhappy about her dating life. She has never had a significant other in all the time I?ve known her and has barely gone on dates ? not for lack of interest in having either, but from a seeming dearth of potential partners. This is inexplicable to me, as she?s not a bad catch in many departments and can be a very likable, funny, cool person with undeniable talent, but the fact remains that she has been unhappily single in all the time I?ve known her. And yes, ?unhappily single? are her own words, not mine.

Many of our mutual friends have gotten married in the past few years, which only reinforces her feeling that there?s something wrong with her. While I?d say that priorities re:hanging out probably do change after getting married, I can?t help but agree that many of these friends didn?t really stay in touch or spare her much consideration even after the honeymoon phase was over, which was kind of crappy of them. She says she feels abandoned and like she?s still in high school, which is a hell of a thing for someone in their late twenties to feel about themselves.

Basically, Friend feels really bad about herself and depressed about her life situation, and anger and unhappiness about this have led to some friction and oversensitivity on her part to the point where I don?t even hold hands with my boyfriend around her (yes, she has complained about this at times). Since I didn?t date or have relationships until comparatively late in our friendship, I think she always assumed that she at least had one friend that wouldn?t leave her for a relationship (she said as much once) and initially reacted badly to my boyfriend for that reason. She has since apologized, I try to accommodate her feelings within reason, and she?s warmed up slightly to my S.O., but it?s a little stressful at times. We?ve commiserated in the past about the weirdness of dating, the unhelpfulness of people telling you to be happy on your own when you actually WANT to be with someone, and so on, so it?s not like we don?t talk about the situation.

Here?s the problem ? or, more accurately, the new problem: boyfriend and I just had the Talk last week, and we?re planning on getting married within the next two years. We decided on doing the formal proposal thing around Christmas while visiting my family. I?ve told only one person, an old friend who is hugely supportive of us tying the knot. The issue is how and when to inform Friend about our engagement ? she?s one of my closest people and would expect to be let in on the secret as soon as possible, and indeed would be hurt not to be told relatively soon (related things have been an issue in the past). At the same time, I?m literally her last friend to get married, and I?m worried this will begin another fugue where she feels terrible about herself.

How do I break the news compassionately? Or am I just being a wiener?

Dear Ms. Wiener:

You?re not being a wiener. You have ample evidence that your good news may be met with ill will, and the fact that you are dreading this so far in advance of when it needs to be said is a sign that this friendship is a bumpy one.

However, you are not getting married AT her. Your romantic happiness does not subtract from the sum total of happiness available to others. And her feelings about your happy announcement are very much her own. If she reacts badly to your news, those are her feelings that she is having, not something you did to her or need to apologize for. Not one bit.

Jealousy happens. We get rejected from the film festival and someone we dislike gets in and for a second it?s easy to see it as something they are doing to spite us. Another common problem I see in advice columns is people who are struggling with infertility having trouble being happy for friends and family who get pregnant. Burning hot jealousy and shame and resentment and bitterness is real. But feelings and behavior are two separate things. We can sit with our feelings and respect them, and we can also decide how we behave toward others. And the correct thing to do, even when you feel jealousy and bitterness, is to show happiness for your friends when they are happy and lucky. If you can?t do a minimum amount of ?Congratulations!?, absent yourself from the conversation until you can.* If your response to ?Guess what, I?m getting married!? is ?Cue the sadness spiral of sadness! I demand that you deal with my pain now, at length and in detail? you are the one who is acting like a wiener.

I also think that friends with happier news can be sensitive to their friends? situations, as you are trying to be.

My advice is to tell her when there is an official proposal/engagement the exact same way you would tell friends you expect to be happy for you and let her feelings be her feelings. Perhaps send an email to her and several other close friends at the same time and don?t put a lot of time into singling her out for a serious talk.

If she gets angry at you for announcing your engagement, you are well within rights to say ?I am not getting married AT you, can you try to be happy for me?? and bail on the conversation for a bit. I have a lot of anecdata that suggests that close friendships survive (gasp!) marriage, but I have a theory that those are the ones where people don?t treat the other friend?s marriage as a referendum on the friendship or anything but ?I wanted to marry this dude and also be your friend, still.? It?s not like you could solve her problems by not getting married, right? Or that it would be worth it to not get married because it would make her feel a tiny bit better about herself (but still hate herself, really)? You?re gonna do it, so do it totally without apology.

I hope she gets some therapy and treats her depression like the real soul-sucking demon that it is, and I hope you guys remain close, but that?s not something that you can control with the announcement of your nuptials. Just tell her in the same chill way you tell everyone and hope for the best.

Taking a Stand: California Passes Legislation for the Protection of Child Actors from Sexual Abuse

This past September, California governor Jerry Brown signed a bill into law that aims to protect child actors from sexual abuse by requiring the screening of talent managers, photographers, and other people who work with child actors.? Professionals will provide their names and fingerprints to the state labor commissioner, and anyone who matches with the national database of registered sex offenders will be banned from representing any of the young talent in California.? The law takes effect on January 1, 2013.

The protection of child actors has been a pertinent issue in the entertainment industry for quite some time.? In the 1980s, after a helicopter crashed on the set of The Twilight Zone, killing actor Vic Morrow and two Taiwanese children, the issues of child labor laws and the protection of child actors were brought to everyone?s attention.? However, in recent years, sexual abuse of child actors has become salient.? The Times conducted a study and found that since 2000, there was at least a dozen child molestation and child pornography prosecutions involving children in the entertainment industry.? Most recently, in November of 2012, Martin Weiss, a prominent talent manager, was arrested on suspicion of child molestation, followed two weeks later by the arrest of Jason James Murphy, a film casting associate, for failing to file a name change with authorities regarding his past conviction of child molestation and abduction.

This law has garnered a lot of support among the entertainment community, and has sparked some revelations from past child actors. ?Corey Feldman (from Gremlins and The Goonies) and Todd Bridges (from Diff?rent Strokes) have voiced their support for the law, as well as the fact that they were both molested during their time as child actors.? Feldman was molested by a man involved with his father?s child talent business, while Bridges was molested by a family friend who was a musician and gospel singer.? In addition to actors, a number of organizations have voiced their support as well, including the Screen Actors Guild-American Federation of Television and Radio Arts union, the Association of Talent Agents, the Talent Managers Association, and the Motion Picture Association of America.

Despite this step forward, the ultimate question still remains as to whether or not child actors are adequately protected by the law.? Bridges asserted that without laws like this, Hollywood will keep attracting pedophiles that will be unmonitored and free to commit more acts of abuse.? But will this law be enough?? Not only that, but it is not just sexual abuse that child actors need to be protected from.? Drugs and alcohol are extremely prevalent in the entertainment industry, as well as incredibly high levels of stress related to the instability of the job, constant rejection, relocation, and the lack of normal social environments for children, such as school.

A career in the entertainment industry is extremely difficult and often destructive for most adults and therefore poses even greater risks for children.? Sexual abuse is just one of those many risks, but hopefully this new law will help usher in more legislation to try and eliminate the bad influences that seem to lurk around every corner for child actors and provide them with a much safer environment to grow up in.

Occupy Earth: Japanese, US troops mull drill to take island

TOKYO:?Japan?and the United States are mulling a joint military drill to simulate retaking a remote island from foreign forces, reports said, amid a festering row between Tokyo and Beijing over disputed islets.

The exercise, part of broader joint manoeuvres to start in early November, would use an uninhabited island in Okinawa, southernmost Japan, Jiji Press and Kyodo News agencies quoted unidentified sources as saying yesterday.

The drill would involve Japanese and US troops making an amphibious and airborne landing to retake the island using boats and helicopters, Kyodo said.

Japan and China have long been at loggerheads over the sovereignty of rocky outcrops in the?East China Sea?known as the?Senkaku Islands?in Japan and the Diaoyu Islands in China.

The Tokyo-administered island chain is uninhabited, but is thought to be sitting on top of valuable resources.

The dispute flared in August and September with landings by nationalists from both sides and the subsequent nationalisation of the islands by Tokyo.

The exercise would reportedly use the uninhabited island of Irisunajima. The tiny island, used as a firing range for US forces, is also in the East China Sea but hundreds of kilometres away from the disputed island chain.

Jiji said some Japanese and US government officials were cautious about holding the drill, fearing a likely angry response from China.

(AP) ? It was supposed to be a slow but smooth journey to retirement, a parade through city streets for a shuttle that logged millions of miles in space.

But Endeavour's final mission turned out to be a logistical headache that delayed its arrival to its museum resting place by about 17 hours.

After a 12-mile weave past trees and utility poles that included thousands of adoring onlookers, flashing cameras and even the filming of a TV commercial, Endeavour arrived at the California Science Center Sunday to a greeting party of city leaders and other dignitaries that had expected it many hours earlier.

Endeavour was still inching toward a hangar on the grounds of the museum mid-Sunday afternoon.

"It's like Christmas!" said Mark Behn, 55, a member of the museum ground support team who watched the shuttle's snail-like approach from inside the hangar. "We've waited so long and been told so many things about when it would get here. But here it is, and it's a dream come true."

Movers had planned a slow trip, saying the shuttle that once orbited at more than 17,000 mph would move at just 2 mph in its final voyage through Inglewood and southern Los Angeles.

But that estimate turned out to be generous, with Endeavour often creeping along at a barely detectable pace when it wasn't at a dead stop due to difficult-to-maneuver obstacles like tree branches and light posts.

Another delay came in the early morning hours Sunday when the shuttle's remote-controlled, 160-wheel carrier began leaking oil.

Despite the holdups, the team charged with transporting the shuttle felt a "great sense of accomplishment" when it made it onto the museum grounds, said Jim Hennessy, a spokesman for Sarens, the contract mover.

"It's historic and will be a great memory," he said. "Not too many people will be able to match that, to say 'we moved the space shuttle through the streets of Inglewood and Los Angeles.'"

Transporting Endeavour cross-town was a costly feat with an estimated price tag of $10 million, to be paid for by the science center and private donations.

Late Friday, crews spent hours transferring the shuttle to a special, lighter towing dolly for its trip over Interstate 405. The dolly was pulled across the Manchester Boulevard bridge by a Toyota Tundra pickup, and the car company filmed the event for a commercial after paying for a permit, turning the entire scene into a movie set complete with special lighting, sound and staging.

Saturday started off promising, with Endeavour 90 minutes ahead of schedule. But accumulated hurdles and hiccups caused it to run hours behind at day's end.

Some 400 trees had been removed along the route, but officials said most of the trees that gave them trouble could not be cut down because they were old or treasured for other reasons, including some planted in honor of Martin Luther King Jr.

The crowd had its problems too. Despite temperatures in the mid-70s, several dozen people were treated for heat-related injuries after a long day in the sun, according to fire officials.

But it was a happy, peaceful crowd, with firefighters having only to respond to a sheared hydrant and a small rubbish fire, and no reports of any arrests.

And despite the late problems the mood for most of the day was festive.

At every turn of Endeavour's slow-speed commute through urban streets, spectators jammed intersections as the shuttle nosed past stores, schools, churches and front yards through the working-class streets of southern Los Angeles. Sidewalks were off limits due to Endeavour's enormous wingspan.

Endeavour's arrival in Los Angeles was a homecoming. It may have zipped around the Earth nearly 4,700 times, but its roots are solidly grounded in California. Its main engines were fashioned in the San Fernando Valley. The heat tiles were invented in Silicon Valley. Its "fly-by-wire" technology was developed in the Los Angeles suburb of Downey. In 1991, it rolled off the assembly line in the Mojave Desert to replace Challenger, which blew up during liftoff in 1986.

As Endeavour shuffled by crowds, its age was evident after 123 million miles in space and two dozen re-entries.

Stephanie Gibbs, a longtime Inglewood resident, passed the Forum, where the Los Angeles Lakers used to play and where Endeavour made a pit stop Saturday, many times in her life. But she wasn't prepared for what she saw.

"There was a space shuttle blocking the street and I said, 'Whoa,'" she said.

Gibbs, who lives off Crenshaw Drive, the narrowest section of the move, would like to see a sign designating it as a shuttle crossing.

"We've been on the map" because of the Lakers, she said. "This kind of highlights it more."

Like the bolt of lightning that re-animates Victor Frankenweenie?s patchwork mutt Sparky, this stop-motion masterpiece seems to resuscitate Tim Buton?s rotting corpse of a career trajectory. After the soulless exercises that were?Dark Shadows?and?Alice in Wonderland,?Frankenweenie?is imbued with so much care and attention to character that you fall in love with a Burton universe for the first time since the nameless locales of?Edward Scissorhands.?

Taking the reigns after producer duties on some of this animated sub-genre?s most successful stories ??The Nightmare Before Christmas?(1993) and?James and the Giant Peach?(1996) ? this is instantly recognisable as a classic Burton creation.?

The film is shot in Universal monster-movie era monochrome, one of many nods to the kind of films that shaped Burton?s gothic skewed world, a vision that, let?s be honest, had grown a tad tedious over the past decade,?Frankenweenie?is a simple tale that unfolds beautifully, with a big patchwork heart beneath it?s gruey stitches and odd-shaped inhabitants.?

Victor is your quintessential loner, his best friend is his dog, Sparky, who also happens to be the star of many of the home-made monster movies that entertain his family. At school he excels, with his assorted classmates clamouring to partner up for the latest science project, an accolade bestowed upon the hunchbacked Edgar, by virtue of him uncovering Victor?s dark secret.?

You see, Sparky becomes the tragic victim of a ball-chasing incident, and inspired by a lecture from his teacher, our pasty-faced protagonist is able to harness the power of lightening to bring him back from the dead. As a result sparks a chain reaction of copycat resurrections, and inner turmoil, which put the whole town in danger.?

Frankenweenie?is riddled with moments of understated brilliance; the home movie which plays out during the opening sequence, essentially a reflection of what Burton has done with this film by creating the kind of story that he no doubt watched as a kid, establishes a sense of wonder and adoration for telling a tale, which the rest of the film matches. B-movie monsters, dogs tenderly rolling balls between a hole in the fence, and an evocative score from the usually intrusive Danny Elfman, all morphed together into a cohesive, wondrous, macabre fairytale.?

The assortments of kids are basket-case cute. Edgar in particular is adorable -- despite being a fist-shaking ?little rotter? to our hero, his lisping bad-guy is a memorable creation. Add to that the water spouting Sparky, so much of the films success stems from his relationship with Victor and the strong themes of life and death which permeate?Frankenweenie, and both are brilliantly brought to life by the script and animators.?

If there are any criticisms, then it?s the predictability of the yarn, with similar tales being told in the recent?Paranorman?and even the Burton produced?Corpse Bride, and the moral lessons coming across as something of a ?best of? compilation for the kids to take away and digest. But when minor quibbles are wrapped in such melancholy enchantment, they are hardly noticeable.

Lukashenko speech hints at possible future political reform in - RT

Belarusian President Aleksandr Lukashenko called on the newly elected parliament to modernize the country?s political system. That process will largely depend on domestic circumstances and the situation in neighboring countries, he said.

?Under tough pressure from outside, when the existence of the country is at stake, we will still gather around some personality like other Slavic people do, in order to protect ourselves and defend our piece of land,? Lukashenko said during a Thursday speech at the final session of the outgoing Belarusian parliament.

He said that it is impossible to outmaneuver Belarus, and that ?it is necessary to think about other ways of influencing? the country and its society.

Lukashenko announced that he would continue to grant parliament new powers as civil society develops, Belarusian news agency BelTA reported. He also expressed ambitions to modernize the country to the level of other developed nations.

?Today someone may think this is a fantasy. But some time ago the idea of Belarus being a sovereign state with its own independent policy also seemed to be wishful thinking,? Lukashenko said.

He also said that the Belarusian electoral system should remain unchanged for the time being: ?Let?s not rush. These are not us who should define ? we will make a decision. And time and the people should define.?

Lukashenko supporters won every seat in the Belarusian parliament in the country?s September 23 election, while opposition groups boycotted the polls.

Lehman Europe plans creditor payout by end November

LONDON (Reuters) - The European arm of Lehman Brothers is planning a November payout to unsecured creditors, its first since the U.S. investment bank's collapse four years ago, after attempts to return cash were slowed by legal disputes and snowballing claims.

PricewaterhouseCoopers, which has been handling the UK part of the Lehman administration, is yet to announce the exact size of the payment.

So far, it has agreed 3.9 billion pounds ($6.3 billion) worth of claims with unsecured creditors - clients which usually rank at the bottom of the creditor hierarchy.

But many more requests than those have been filed, and PwC estimates that total unsecured claims could end up being as high as 54.6 billion pounds.

Payouts have been delayed as PwC has to verify all claims before both parties can then agree on what it hands out.

"There have been huge obstacles preventing us from making a first distribution from the general estate to unsecured creditors," said Tony Lomas, the lead administrator of Lehman Europe at PwC.

Clients with funds that were kept in separate accounts and were easier to process are the only ones to have got some money back from the European business since Lehman's collapse in the biggest bankruptcy in U.S. history.

They have so far received 13.5 billion pounds worth of securities and cash, PwC said.

The administrator added it also planned to make a first distribution from yet another pool of client money next year, and that it will be recovering another $8 billion of segregated securities and cash from another part of Lehman's estate, to be returned to clients of Lehman Europe.

PwC said it had so far been paid around 563 million pounds for its work on the administration.

Research the past performance of the investment and decide if you are comfortable with the highs and lows over the past year.? Researchers from North Carolina State University have created flower-like structures out of germanium sulfide (GeS) a semiconductor material that have extremely thin petals with an enormous surface area. The GeS flower holds promise for next-generation energy storage devices and solar cells.

"Creating these GeS nanoflowers is exciting because it gives us a huge surface area in a small amount of space," says Dr. Linyou Cao, an assistant professor of materials science and engineering at NC State and co-author of a paper on the research. "This could significantly increase the capacity of lithium-ion batteries, for instance, since the thinner structure with larger surface area can hold more lithium ions. By the same token, this GeS flower structure could lead to increased capacity for supercapacitors, which are also used for energy storage."

To create the flower structures, researchers first heat GeS powder in a furnace until it begins to vaporize. The vapor is then blown into a cooler region of the furnace, where the GeS settles out of the air into a layered sheet that is only 20 to 30 nanometers thick, and up to 100 micrometers long. As additional layers are added, the sheets branch out from one another, creating a floral pattern similar to a marigold or carnation.

"To get this structure, it is very important to control the flow of the GeS vapor," Cao says, "so that it has time to spread out in layers, rather than aggregating into clumps."

GeS is similar to materials such as graphite, which settle into neat layers or sheets. However, GeS is very different from graphite in that its atomic structure makes it very good at absorbing solar energy and converting it into useable power. This makes it attractive for use in solar cells, particularly since GeS is relatively inexpensive and non-toxic. Many of the materials currently used in solar cells are both expensive and extremely toxic.

The paper, "Role of Boundary Layer Diffusion in Vapor Deposition Growth of Chalcogenide Nanosheets: The Case of GeS," is published online in the journal ACS Nano. The paper was co-authored by Cao; Dr. Chun Li, a former postdoctoral researcher at NC State, now a professor at the University of Electronic Science and Technology of China; Liang Huang, a former visiting Ph.D. student at NC State; Gayatri Pongur Snigdha, a former undergraduate student at NC State; and Yifei Yu, a Ph.D. student at NC State. The work was supported by the U.S. Army Research Office.
