WASHINGTON (Reuters) ? Europe's long shadow is tempering a burst of optimism that the United States can escape recession and China achieve a soft landing.
Deep concern persists that European leaders will fall short when they try to flesh out the details of how their rescue fund can tap sufficient resources to backstop Greece and to handle a potential government financing crisis in Italy or Spain.
Europe is looking to emerging economies to provide the extra financial firepower to strengthen the fund four- to five-fold, to about 1 trillion euros, a promise that could materialize at a Group of 20 summit in France on Thursday and Friday.
The response so far from China on strengthening the fund has been very cautious, and market experts want to see a fund with resources twice the size under discussion in Brussels. That has set the stage for possible unsettling disappointment in the days ahead.
"If the absolute amount is not enough, we will be back to the storms. The break in the clouds may only last a few hours," said Ellen Zentner, senior U.S. economist at UBS.
Stronger-than-expected U.S. corporate earnings last week and third-quarter U.S. growth at a solid 2.5 percent, underpinned by surging business investment and a pick-up in consumer spending, have buoyed prospects for the global economy.
The drawdown in inventories in the third quarter also points to solid U.S. growth continuing through the end of the year.
Several Wall Street firms revised up their outlooks. JP Morgan raised its fourth-quarter economic growth forecast to 2.5 percent from 1 percent.
But talk to any economist or market strategist and every positive statement about the economic outlook is heavily hedged with warnings about what could yet go wrong.
The list is long.
Europe probably is already in recession; its politicians could fail to build a strong enough firewall in time to prevent financial contagion; and U.S. consumers are too heavily indebted to support strong growth next year.
Looming in the background are the U.S. budget deficit talks. Risks persist that lawmakers will reach stalemate by the end of the year, which would automatically trigger U.S. fiscal contraction at the start of 2012 if tax cuts and jobless benefits expire.
"The politics are improving in Europe, but the economic data is deteriorating and recession risks are rising. In the United States it is the exact opposite," said Kurt Karl, senior vice president at Swiss Re American Holdings Corp.
Any of these factors could put the brakes on recovery.
FUTURE ACTION
The European Central Bank is widely expected to lay the foundation for an interest rate cut at its meeting on Thursday, citing the economic weakness in the 17-nation currency bloc. Euro zone manufacturing and services data due on Wednesday may confirm the tilt into recession seen in flash PMIs last week.
The ECB probably will also signal it will continue to purchase bonds issued by debt-heavy euro zone countries to promote financial stability, a move that gives leaders more time to finalize details of the debt plan.
Most analysts doubt Italian Mario Draghi will embark on bolder action at his first meeting as ECB president, although there is an outside chance for a rate cut.
Federal Reserve policymakers also are expected to tread cautiously at their meeting on Tuesday and Wednesday.
The improved U.S. data diminish the argument for further monetary easing, though Fed Chairman Ben Bernanke at his news conference on Wednesday is likely to repeat his disappointment at the pace of recovery and explore further options for supporting growth in face of the considerable risks ahead.
Several Fed policymakers have suggested the central bank needs to do more to support housing, the central problem for the U.S. economy.
Employment growth is stuck in a rut and consumers are digging into their savings to spend. As long as the American consumer, who drives 70 percent of all U.S. economic activity, is buried under a mountain of debt -- much of it mortgage debt -- and many houses remain worth less than the mortgage, consumer demand will remain weak and business hiring paltry.
Employment data on Friday is expected to show 95,000 new jobs outside the farm sector were added in October, a slight improvement from the prior month. But payroll growth since April has averaged only 72,000, less than one-third the pace needed to reduce the 9.1 percent jobless rate, and down from a 161,000 average rate in the prior seven months.
Income growth is negative once adjusted for inflation, and household debt loads at 133 percent of disposable income are too high to support much consumption.
"The underlying problem is to find where sustainable spending growth will come from," said David Mann, U.S. economist for Standard Chartered.
Europe in recessionary territory and an impaired U.S. consumer also point to a deceleration in exports from China when its manufacturing index is released on Tuesday, rounding out a picture of a vulnerable world economy.

The Statue of Liberty. She is a symbol of freedom, an icon of New York City, and today is her birthday. In honor to celebrate, I?d like to share some images from an article from the August 14th, 1886 Scientific American that highlighted the methods of assembling Lady Liberty. After all, what?s birth without a gestation period?
While still in France, the statue?s shell was assembled and each piece was assigned a number or figure. Pieces that lined up next to each other had identical figures on sides which needed to fit together, creating a reassembly map. Each piece had a row of small holes on its edges, and when adjacent pieces lined up, their holes coincided so they could be riveted together.
The shell of the statue is made of very thin copper, making it somewhat pliable. When the pieces left France, they were tightly packed in wooden frames to prevent them from bending. However, some distortion inevitably occurred and once the pieces arrived, the laborers ?with a lot of skill and patience?had to refit each piece. Iron bars were fitted to line the interior to give the shell extra strength and rigidity. The bars were bent to fit the contours of the copper, as seen in the close up of the face?s interior. Copper and iron were insulated from each other by a layer of shellac and asbestos in order to prevent and chemical reactions happening between the two metals.
The statue is braced by 2 systems of heavy girders, embedded deep into the pedestal, and 4 eye beams that connect the girders. The concrete foundation, which the article reported as ?easily the largest single block of artificial stone in the world,? measured 90 feet square at the base, 65 feet square at the top, and 52 feet 10 inches in height.
The original date of the statue?s unveiling was set for September 3, 1886. However, all the intricate work needed to reassemble and erect the statue delayed the ceremony until October 28, 1886?which makes today the Statue of Liberty?s 125 Birthday!

MILAN ? Italian Premier Silvio Berlusconi averted a government collapse and reached a deal with allies on emergency growth measures in time for an EU summit on saving the euro before political tensions erupted in a fist fight in parliament.
Berlusconi and Northern League leader Umberto Bossi reached a compromise on raising Italy's retirement age in late-night parliament talks Tuesday ? a point of disagreement that had threatened Berlusconi's leadership. His majority in parliament needs the support of the Northern League.
A fist fight in the Chamber of Deputies on Wednesday when League lawmakers briefly came to blows with colleagues loyal to a former Berlusconi ally Gianfranco Fini, the Chamber president who broke with the governing coalition early in its term. Scuffles are not rare in Italy's parliament.
League deputies were incensed when Fini, on a TV talk show, mentioned that Bossi's wife, took early retirement from a teaching job when she was 39.
Berlusconi will deliver a letter detailing the emergency measures to an EU summit. A spokesman said the contents are reserved for summit leaders, but Italian media reported the measures include new infrastructure spending, with a push for more private investment for strategic projects, the privatization of public entities and property and simplifying rules for companies.
Changes to Italy's pension scheme had become a major sticking point, with Bossi's party refusing to risk alienating its constituency of workers from the productive north.
Under the overnight deal, Italy will gradually raise the pension age for all workers to 67 by 2025, bringing it in line with European trends. Currently, Italian men retire at 65 along with women in the public sector but some women in the private sector retire earlier.
The 15-page letter also reportedly contains details of the euro54 billion ($75 billion) in austerity measures passed by lawmakers last month to balance Italy's budget by 2013.
The European Union had asked for measures, with a clear calendar for implementation, to promote growth, raise the pension age and simplify civil legal proceedings to encourage foreign investment
Outgoing Bank of Italy governor Mario Draghi called the letter of intent "an important step ... but now it's time to implement the measures swiftly and concretely." Draghi, who takes over helm of the European Central Bank on Nov. 1, also urged Berlusconi's government to quickly activate the spending cuts and new taxes approved last month.
In Brussels, a spokesman for the European commission, Olivier Bailly, said the EU was "confident" it would have the letter by the end of the day.
Italy is seen as the next country at risk in the widening sovereign debt crisis, but with euro1.9 trillion ($2.6 trillion) in public debt, an Italian default would be disastrous for the global economy. The European Central Bank for months has been buying billions in Italian bonds to help keep borrowing costs down.
Nonetheless, Italy saw borrowing costs on short-term bonds spike Wednesday. The Italian Treasury sold euro8.5 billion ($11.83 billion) in six-month bonds at 3.53 percent, up sharply from last month's 3.071 percent, its highest level in three years. Yields on two-year bonds rose to 4.628 percent from 4.511.
A Berlusconi spokesman, meanwhile, brushed off reports that Berlusconi was preparing to resign. The left-leaning La Repubblica newspaper, one of Berlusconi's staunchest critics, reported that he had threatened to resign if no deal could be reached with the Northern League, which was persisting in its resistance to raising the retirement age.

It had to happen eventually, what with 500,000 Android devices being activated every day around the world. The Android Market has finally surpassed the iTunes App Store in app sales, generating 44 percent of all app downloads for Q2 2011.
The numbers come from ABI Research, as reported by Pocket Gamer, and find that in the second quarter of 2011, the Android Market finally topped Apple?s App Store, which pulled down 33 percent of total app downloads for the period. While Android has enjoyed a greater user base than Apple?s devices for some time now ? there are a ton of Android smartphones and tablets, while Apple has only the iPhone and the iPad and (formerly) was limited to two carriers ? it hasn?t been able to surpass the app downloads of Apple?s platform. The iTunes App Store still has more apps available than the Android Market, but that?s not likely to last, either.
ABI Research blames the ubiquity of Android devices for the slowly increasing numbers, and it?s not surprising. There are just more Android devices out there, and that translates to more app demand, and therefore more downloads. ABI points to Android?s free, open nature, which is the reason it?s available on so many devices to begin with.
One wonders how that might change going forward as more device manufacturers start having to pay to use Android. But they?re not paying Google, they?re paying Microsoft for the use of patents it owns that relate to mobile technology. Microsoft has inked nine licensing deals in four months with Android device manufacturers, most notably with Samsung, Android?s biggest partner and currently the leader in smartphone sales on the planet.
Meanwhile, the last quarter has been something of an anomaly for Apple, and it might be about to come out swinging against Android. The run-up to the release of the iPhone 4S saw Apple?s iPhone sales decline about 9 percent in the quarter ending on Sept. 30, dropping to about 17 million sales from the 20 million units sold during the same period the year before. By comparison, Samsung is believed to have sold somewhere between 22 million and 26 million smartphones during the same period.
But Apple saw record-breaking pre-orders and launch sales of its iPhone 4S in the last few weeks, plus (at least) 25 million installations of iOS 5, its latest and greatest version of its mobile operating system. Those sales will definitely bring a lot of app sales with them, considering that the iPhone is now available for three major U.S. carriers for the first time.
Android?s no slouch, though, with Google and Samsung unveiling the Galaxy Nexus smartphone last week along with Android 4.0 Ice Cream Sandwich, which promises a whole lot of improvements. While Google is ahead in app sales now, Apple might be able to make a fight of it. But in the end, the sheer size of Android coupled with continued improvements should solidify Google?s platform as the top app-selling platform.
That?s the prediction, anyway. Ice Cream Sandwich has a lot of promise, but Apple has been slugging away at this mobile-and-tablet game for some time now. Undoubtedly it has some tricks up its sleeve. Google will have to continue to offer lots of value and innovative features with Android to stay on top, now that it doesn?t have a monopoly on most carriers in the U.S.

President Barack Obama's announcement Friday that all U.S. troops would leave Iraq by the end of 2011 marks the fulfillment of a major political promise Obama had made on the 2008 campaign trail.
The president announced his decision at an early afternoon press conference at the White House. It's in keeping with the timeline Obama first established in early 2009, when he first laid out a timetable for withdrawal.
The announcement comes Friday with a great amount of political import, though. Obama is keeping a major campaign promise -- he noted as much in his very first sentence at his press conference -- and he is building on a string of recent foreign policy successes -- the death yesterday of Libya's Moammar Khaddafy, most recently -- going into a re-election battle in which a top issue, jobs and the economy, may end up being a vulnerability for the president.
"As a candidate for president, I planned to bring the war in Iraq to a responsible end," Obama said Friday at the White House. "After taking office, I announced a new strategy that would end our combat mission in Iraq and remove all troops by the end of 2011.
"So today, I can report that, as promised, the rest of our troops in Iraq will come home by the end of the year," the president continued. "After nearly nine years, America's war in Iraq will be over."
Those lines were promoted by Obama's campaign Twitter account, underscoring the cross-secting political and military undercurrents guiding today's announcement.
Obama's initial opposition to the war was one of the key parts of his record that propelled him past Hillary Clinton in the 2008 Democratic primary; in the?general election, Obama had been pitted against Arizona Sen. John McCain, a top proponent of the war, and the subsequent "surge" of U.S. troops to help secure Iraq despite its destabilizing insurgency.
"The differences on Iraq in this campaign are deep. Unlike Senator John McCain, I opposed the war in Iraq before it began, and would end it as president," Obama wrote in a 2008 op-ed in the New York Times.
And for as much friendly fire that the president has taken from the left for unfinished campaign trail promises, Obama's move to withdraw troops marks a moment of deep satisfaction for his base, whom he's courting again heading into next fall's election.
It also helps burnish Obama's foreign policy credentials on top of a string of accomplishments this year. Khaddafy's death Thursday in Libya provided some measure of validation of the president's measured strategy toward the rebellion there. U.S. predator drones also managed to assassinate a major al-Qaeda figure, Anwar al-Awlaki, last month. And Obama's scored perhaps no greater achievement than the successful killing of Osama bin Laden earlier this year in Pakistan -- something to which Obama made reference Friday.
"I would note that the end of war in Iraq reflects a larger transition: the tide of war is receding," Obama said. "The drawdown in Iraq allowed us to focus our fight against al-Qaeda and achieve major victories against its leadership, including Osama bin Laden."
He noted the additional transition in Afghanistan in a move toward bringing troops home from that part of the world, too.
"When I took office, roughly 180,000 troops were deployed in both these wars. By the end of this year, that number will be cut in half," he said. "And make no mistake, it will continue to go down."

Hillary Clinton paid a surprise visit to Tripoli a day before the killing of the ousted Libyan leader. There she was quoted as saying that the US hopes to see Gaddafi killed or captured soon.
The captured scenario might have put Gaddafi in the toppled Egyptian leader?s shoes, or those of Iraq?s Saddam Hussein.
But a trial over Colonel Gaddafi would have, no doubt, stirred even more controversy.
?The death of Gaddafi was very convenient for the big European powers, for the West,? Asia Times correspondent Pepe Escobar told RT. ?He would spill the beans about all the dirty deals. There are the stuff [sic]?? a real politics ? between the West and a developing country like Libya. Nobody wanted that.?
Libyan transitional government officials say Colonel Gaddafi was cornered in a drain underneath a road in open countryside, near the city of Sirte. ?Please, don?t shoot!? was allegedly heard at the site.
Many point out similarities to the capture of Saddam Hussein. He was discovered in a small, underground hole, concealed next to farm buildings near his hometown.
But unlike Saddam, who was captured alive by US forces, Colonel Gaddafi was reportedly shot dead by Libyan transitional authorities, aided by the US.
A defense official claimed a US predator drone along with a French fighter jet hit Gaddafi?s convoy Thursday morning as they were trying to escape, effectively handing them over to the Libyan forces on the ground.
?There are still unanswered questions about what happened to Colonel Gaddafi, ?How was he killed? How did he die??? says Middle East expert Edmund Ghareeb. ?But clearly, I think, were it not for external intervention in Libya by all of NATO, the rebels in Benghazi may not have been able to achieve their objective.?
NATO?s UN mandate was to protect Libyan civilians but it quickly became to get rid of Gaddafi and prop up a government, which is now in power?? only thanks to the support of the allied forces.
?And I think we?ll see not a new democracy in Libya, but a new reorganization of the Libyan political and economic institutions to the benefit of those who brought the National Transitional Council to power,? said. ?It will be for the benefit of the United States? oil companies, for the benefit of the British, and the French, and perhaps the Italian oil companies. They are the big winners here.?
In the meantime, Western leaders are celebrating Libya?s transition to democracy.
?Without putting a single US service member on the ground ? we achieved our objectives,? said US President Barack Obama.
What the US president did not mention in his celebratory speech was scores of Libyans killed in NATO strikes. Widespread violations of human rights are reported in today?s Libya.
?There is no water there, no medication, they don?t have even oxygen in the hospitals,? an eyewitness of NATO atrocities in Libya, Ali Alkasih, told RT. ?I have seen the situation in Sirte, I can assure you it is a disaster. It is a catastrophe.?
Libya is now brimming with weapons. Experts say extremists have most likely got their hands on the vast armories left untended.
As for Libya?s transition to democracy, the people now in power there have not been chosen by the Libyan people. And many Libyans fear that when the time comes to vote, the choice will have already been made for them.
?Frankfurt-based political analyst William Engdahl told RT that Gaddafi?s death does not at all mean that the road to peace, justice, and democracy has been cleared in Libya.
?I don?t think at all this means peace,? he said. ?What we a seeing is the gruesome next chapter in what is going to be a mob rule in that country of different tribal groups, competing for power and oil control. I think that Libya is in for a period of horrendous chaos after the NATO bombing that brought parts of Libya back to the Stone Age.?
Engdahl believes that this, as he puts it, ?case of cold-blooded murder? of a man, who was wounded and practically defenseless, will at least put some pressure on the NTC.
?The way it was done just gives an idea of what the moral values is of this new regime in Libya, and it certainly not a step forward,? he said.
Engdahl says all of this was predictable from the very beginning, considering the West?s interest in Libya.
?And this was predictable from the beginning, when the Pentagon started training these activists and secretly arming the insurgents back over a year ago,? he said. ?It is interesting how all these arch-criminals, opposed to the Pentagon, come to court trial and then suddenly die before they get a chance to have justice.?

ATLANTA (Reuters) ? Rapper Soulja Boy was arrested on drug and weapons charges on Tuesday after a traffic stop in Georgia, police said.
The 21-year-old entertainer, whose given name is DeAndre Cortez Way, and four crew members traveling in a Cadillac Escalade were pulled over in Temple, Georgia on Interstate 20 near the Alabama line, police spokeswoman Dana Rampy said.
Police discovered marijuana, pistols and cash inside the car after a "routine traffic stop," Rampy said. She declined to disclose the amount of marijuana or money.
The rapper, three bodyguards and a driver each were arrested on felony charges of possession of marijuana, possession of marijuana with intent to distribute and possession of a firearm, Rampy said.
All five men were booked into the Carroll County jail.
A puppy found in the car has been turned over to relatives of the driver, Rampy said.
Soulja Boy first gained fame with online postings of his songs and his "Crank That" dance demonstration.
Last month, he apologized for lyrics in a song called "Let's Be Real" that offended some U.S. Army soldiers. In a video posted online for the song, Soulja Boy rapped the lyrics "Fuck the FBI and fuck all the Army troops/Fighting for what?/Bitch be your own man."
Media outlets reported that stores run by the military would not carry his new album because of the song.

MADRID ? Former UN Secretary-General Kofi Annan, Sinn Fein leader Gerry Adams and other delegates to a conference on the decades-old conflict in Spain's Basque region on Monday urged the armed separatist group ETA to renounce violence.
ETA declared a permanent ceasefire in January, but has not renounced armed struggle as a tool for achieving an independent Basque state. The group has killed 829 people in bombings and shootings since the late 1960s. It is classified as a terrorist organization by Spain, the European Union and the United States.
The delegates said ETA also should request dialogue with the governments of Spain and France on the consequences of the conflict.
In the Basque conflict, such wording often refers to issues such as what to do with the 800-odd ETA prisoners scattered around the country in Spanish jails ? ETA wants them moved to the region to be closer to their families ? and how to disarm ETA.
Such wording would seem to rule out talks on political concessions such as Basque independence.
The delegates said that if ETA does declare a definitive end to violence, they would urge Madrid and Paris to undertake such talks.
The appeal was made in a statement after the three-hour closed-door conference organized by Basque pro-independence activists and parties and attended by international figures including Annan and Adams, leader of the political arm of the now-defunct Irish Republican Army.
The activists include former members of ETA's banned political wing Batasuna, which last year renounced violence. But Batasuna stopped short of renouncing ETA, and the statement Monday was signed only by the international delegates. The parties did not comment.
The statement, which was read out by former Irish prime minister Bertie Ahern, also said steps should be taken toward reconciliation and compensating victims of the Basque conflict.
The Spanish government and leading opposition conservative Popular Party did not attend the gathering in the Basque city of San Sebastian. They insist ETA must simply abandon arms and dissolve.

PORT-AU-PRINCE, Haiti ? Fourteen police officers and prison officials in Haiti will be tried in the death of at least 11 inmates during a prison break, a United Nations representative said Saturday.
The trial is slated to begin Tuesday, said the representative, who spoke on condition of anonymity because he was not authorized to talk to the press.
The defendants face charges that range from murder and attempted murder to arson and aiding and abetting escape.
The trial stems from a prison break that took place in the southwestern coastal town of Les Cayes on Jan. 19, 2010, one week after the massive earthquake killed an estimated 300,000 people.
A riot started when some of the 400-plus prisoners tried to escape because they were terrified of aftershocks in the overcrowded prison.
Haitian police and U.N. peacekeepers from Senegal surrounded the building to prevent an exodus like one that occurred at the main penitentiary in downtown Port-au-Prince on the day of the earthquake.
Haitian police rushed the building and opened fire. U.N. police saw the bodies of 10 dead prisoners but more people are believed to have been killed and dozens more were wounded.
The investigating judge alleged that up to 22 people were killed.
Officials say it is not clear how many people were killed for various reasons.
It's not known exactly how many inmates were in the prison before the break, how many inmates escaped or how many bodies were actually recovered. Investigators say they suspect some of the bodies were secretly buried.
Prison Inspector Sylvestre Larack, one of the defendants, said police did not use lethal force but instead discovered the dead bodies. He attributed the killings to an inmate ringleader who shot dead fellow inmates before the jail break. Some police officials said inmates attacked and killed each other.
The suspected killings prompted Sen. Patrick Leahy of Vermont to insist that money not go to Haiti's justice reform efforts until a thorough probe was completed.
The Haitian government and the U.N. peacekeeping mission later opened a joint commission to investigate the allegations.
The defendants could face life in prison with hard labor if convicted.
Haitian justice officials could not be reached for comment Saturday.

WASHINGTON (AP) ? With one year left in the race for the White House, a handful of presidential candidates are planning to file key disclosure reports Saturday that will offer the first major picture into the financial health of all Republican campaigns.
The financial reports are expected to show how flush the GOP candidates are with cash ? or how nearly broke they are ? heading into the final weeks before contests in key primary states.
Two of the top Republican contenders, former Massachusetts Gov. Mitt Romney and Texas Gov. Rick Perry, have brought in more than $30 million combined. Meanwhile, candidates like Minnesota Rep. Michele Bachmann and businessman Herman Cain are expected to bring in less than that.
The new reports will reveal the campaigns' major donors, where money has been spent since July and if the candidate took out any loans to finance what is likely to become a costly presidential election.
Reports on two of the biggest money-raisers so far ? Romney and President Barack Obama ? reveal millions in contributions from party devotees and small-dollar donors alike.
At the same time, reports filed late Friday offered a mixed picture of the campaign field, with Obama raising more than $70 million between his campaign and the Democratic Party. Some candidates are saddled with debt, such as former Utah Gov. Jon Huntsman and former candidate Tim Pawlenty, who both owe hundreds of thousands of dollars.
Perry, Bachman and Cain have until 11:59 p.m. EDT Saturday to file their first presidential campaign reports with the Federal Election Commission.
Cain's campaign said in a statement released late Friday that it had raised more than $2.8 million during the three months that ended Sept. 30 and had no debt.
